EU Funding Programmes: A Practical Comparison Guide

EU funding is organised by policy objective, delivery method, and applicant type. The right programme depends on what the project will do—not simply on the size or sector of the applicant.

This guide compares major programmes in the current 2021–2027 budget cycle. Figures below are the latest envelopes quoted by the responsible official EU pages; they are not the amount still available in open calls.

Horizon Europe and Innovative Europe

Horizon Europe combines several funding routes. Pillar I supports excellent science, Pillar II addresses global challenges and European industrial competitiveness, and Pillar III is named Innovative Europe. Innovative Europe is therefore part of Horizon Europe—not a separate EU programme—and includes the European Innovation Council, European innovation ecosystems, and the European Institute of Innovation and Technology.

Digital Europe

Digital Europe focuses on deploying capacity in areas including supercomputing, artificial intelligence, cybersecurity, semiconductors, advanced digital skills, and wider uptake of digital technologies. It is distinct from Horizon Europe research funding and from the Connecting Europe Facility's digital connectivity work.

Erasmus+, LIFE, and EU4Health

Erasmus+ supports learning mobility and cooperation in education, training, youth, and sport. LIFE supports environmental and climate objectives. EU4Health strengthens health systems and preparedness; although created following the COVID-19 crisis, its scope extends beyond emergency response.

Other Important Funding Routes

This comparison is not exhaustive. Cohesion policy funds such as the European Regional Development Fund and European Social Fund Plus are largely delivered under shared management. The Connecting Europe Facility supports transport, energy, and digital infrastructure. InvestEU primarily uses guarantees and financial instruments rather than conventional project grants.

COST is also different from a broad EU funding programme: COST Actions finance research networking activities rather than the underlying research itself. Applicants should compare the funding model as well as the topic.

2. Confirm applicant, country, and consortium eligibility.
3. Check the funding rate, eligible costs, and available call budget.
4. Read the call's award criteria and submission documents.
5. Submit through the channel and by the deadline named in the call.

Search current and upcoming directly managed calls on the EU Funding & Tenders Portal. A programme's seven-year total is not evidence that a specific applicant, topic, or amount is currently funded; the live call documents are controlling.

What Comes After 2027?

The 2021–2027 long-term budget is adopted and in operation. Proposals for the next multiannual financial framework do not change the rules or budgets of current calls. Until new legislation is adopted, use the current programme pages and call documents for funding decisions.
